Given the large number of So-Cal people that move up every year, and the fact that Portland Oregon only gets snow every 3+ years, they probably haven't. :)

If it did, I bet they would have taped it. :)

My guess is the truck just parked at the top of the hill to block more traffic from going down (plus, they probably had chains on).

Be my bet too. The buses in Seattle had chains on, I can't imagine the fire trucks would be different
