Question for the legal types....

I am having a discussion on the political blogging about US Code Title 8.

The information I'm using is off the Cornell website, and is the code as of 3 Jan. 2007. The paragraphs in question are all current as of 18 September 2008.

The person I'm discussing this with is dismissing it because it's not the version of that code that applied at that person's birth.

So does anyone know where I can find on-line a copy of US Code Title 8 applying to births on or after 1 August 1961 ?

The sections in discussion are, (as of the 2007 code):

US Code Title 8, Chapter 12, Subchapter III, Part I, paragraph 1409, section c

If you go to the Cornell page for the section in question, in the right-hand column there's a "Notes" link (usually right above an updates link). That takes you to notes on the section including usually a history of the section with all the amendments since it was introduced. For instance, 1401a is at http://www4.law.cornell.edu/uscode/8/usc_sec_08_00001401---a000-.html and http://www4.law.cornell.edu/uscode/html/uscode08/usc_sec_08_00001401---a000-notes.html are the notes for it.
