Of course he is. He's the later incarnation of Time Lord William S. Preston, Esq. I guess he and Theodore "Slugworth" Logan had a bit of a falling out after the latter tried to use his powers to alter reality, and began dressing in all sorts of ridiculous leather trenchcoats.
