His sign??

"Homeless, Wet, Cold, Hungry.

Lost my TARDIS

Please help."

I gave him $5, (what I had available to spare). It was worth it.

I suspect it was "target audience", but he was reading a Mercedes Lackey novel from the library, so I also suspect at least a passing knowledge of the field.
