This article caught my eye:
Swingers shut down Des Moines sex club after neighbors complain, city intervenes
Basically the arguement is that the couple who own the house was taking donations to help with upkeep, while the city claims they were running a business.
The reason it caught my eye was I seem to remember the city of San Diego taking the same tactic several years ago. And while it ended in a win for the house the legal battle basically closed them down for good. Which makes me wonder if Des Moines, Washington is doing the same thing here - a battle they may not win, but they can make it expensive enough to shut it down anyway.
