The Doctor is a bit of a dick about his former companions.
We saw glimpses of this when the tenth Doctor met back up with Sarah Jane Smith and he just looked "okay, fine, whatever", when she read him the riot act.
Then comes the last three episodes of Series three, where he first tells Captain Jack that due to his condition, he can't stand looking at Captain Jack, then later gives him attitude over the fact that Captain Jack is working for Torchwood.
Now in this series, he's sniping at Dr. Martha Jones because she's working for UNIT, and then bitches about UNIT becoming more militaristic.
It makes him come across as a giant control freak.
